Investor wants us to put in 30%?

Me and a colleague are thinking about starting a company, we have approached an investor and after only a couple of weeks he has decided to invest, great right! The issue is he is asking us to put up 30% of the initial cost, and he wants us to use his platform development company as we can get some % off as he would be involved in the company. My issue is the process has been very quick, and for an business which is only in the idea stage, this seems very quick, and like we are just paying to use his company, any advice would be great.
