Global message / alert capability on Roadmap

Just realized a need for this. We need an alert header in the roadmap section to provide a global update or message.
The message I wanted to add:
We're cranking away at the platform behind the scenes, even though there weren't any updates to the roadmap. The finished features will begin rolling out at the end of this week.

Why not install something like Hello Bar in order to enable this without having to build it from scratch?
